Each member country sets forth its priority issues in line both with the country’s National Development Strategy and with the focus areas of Japanese ODA policy and the JICA Country Assistance Program.

Potential resource countries are encouraged to define their priority cooperation areas in accordance with the country’s development cooperation strategy or with areas of comparative advantage.


Needs-Resource Matching

Proposals will be shared among member countries for needs-resources matching. Direct negotiations between resource and beneficiary countries can be arranged during the Annual Meeting or by JICA-Net facility (TV meetings).


Annual Meeting

J-SEAM Annual MeetingThe Annual Meeting of J-SEAM has a specific program: Group Dialogue for matching.  In the Dialogue, each member country will have a direct discussion on project proposals with other member countries in order to identify the country’s development needs, potential resource country, possible beneficiary countries and feasibility of implementation.

On average, 15-20 project proposals are agreed to be further elaborated toward implementation during this Dialogue.


Project Formulation

Once concerned parties (resource and beneficiary countries, and JICA country offices) reach basic agreement on technical cooperation for a certain project proposal, detailed project formulation activities are facilitated for further elaboration of the project concept e.g. organizing fact-finding missions/studies or project formulation workshops with technical and financial support from J-SEAM.


Monitoring and Review of Activities

Annual project formulation activities under the J-SEAM mechanism are monitored quarterly by member country agencies and JICA country offices. J-SEAM Secretariat consolidates the quarterly reports submitted and monitors the progress in matching negotiations.

If necessary, J-SEAM Secretariat facilitates / mediates dialogues among concerned agencies, advises on alternative resources available in the region, and assists in support mobilization for further project formulation efforts. All J-SEAM activities are reviewed yearly by all member countries during the annual meeting.


Official Request and Adoption

Once the project idea is elaborated, an official request for implementation should be submitted by the relevant government authorities to the Government of Japan.

It facilitates needs-oriented South-South Cooperation among Southeast Asian countries.
