			<content:encoded><![CDATA[<h1><strong>The Annual International Training Courses (AITC)</strong></h1>
<p>With the realization of the important role played by the human resources in the development of the country, the Royal Thai Government is determined to cooperate with other developing countries in human resources development. This is to be achieved by Thailand extending its expertise and experiences to other countries through the so-called “South – South Cooperation” activities.  Thailand International Development Cooperation Agency (TICA) as a prime agency, has developed a wide range of training programmes under the Annual International Training Courses (AITC), one of the main modalities of the Thai International Cooperation Programme (TICP).  The AITC is organized annually, with fellowships awarded by the Royal Thai Government to participants from more than 50 countries, including Thailand’s neighboring countries, and other countries in Asian region, Pacific, Africa, OAS Member States, FEALAC and CARICOM Member States. </p>
<p>AITC is also implemented through trilateral cooperation programme. The activities are organized jointly with other donor countries or international organizations such as the Thai–Japanese Third Country Training Programme, the Thai-United Nations Children’s Fund TCDC Cooperation Programme, and the Thai-United Nations Fund for Population Activities in order to provide development cooperation to third countries.</p>

<p> The purpose of the visit is to develop training modules for Myanmar participants in the field of buffalo farm management and breeding technology. The mission visited Philippine Carabao Center (PCC) in Munos, National Gene Pool and Marketing Center at the Central Luzon State University.</p>
<p> The Mission obtained consensus with PCC for development of details training modules and suitable schedule for Myanmar participants in FY 2011 and FY 2012 thorough discussion and observation. The proper arrangement of JICA Philippine Office and, friendly and concerted efforts of PCC are the key factors for success of the study trip.</p>
<p> It is believed that creating opportunities for sharing technical resources within a region will definitely strengthen cooperation and collaboration among the nations in a region for promotion of South-South Cooperation.</p>

<p style="text-align: left;"><span style="font-size: small;">A study visit of high level officials from Ministry of Planning and Investment of Lao PDR, led by Mr. Wannachith and his two colleagues, together with JICA Laos staffs were sent to Malaysia and Thailand during 4 &#8211; 9 October 2010. The purpose of the visit was to gain more information of Strengthening Quality Assurance Management in Education and Challenges as requested by Lao PDR to Thailand and Malaysia in J-SEAM Annual Meeting 2010 in Manila. The mission has had a series of discussions with related agencies, conducted by Ministry of Education.<span id="more-934"></span></span></p>
<p style="text-align: left;"><span style="font-size: small;">The team visited to a primary and secondary schools in Kuala Lumpur and Bangkok, where they observed the Quality Assurance system and met with government officials, giving the opportunity of hearing about their concerns and problems in the field. The discussion with related government officials provided the enough necessary information to the team visit for drafting the training work shop proposal, identification of the potential resources and line ministry that should be involved as the beneficiary institution of the proposal.</span></p>
<p style="text-align: left;"><span style="font-size: small;">This Study visit has yielded satisfactory results, it was agreed that the Lao PDR would draft a proposal for the further cooperation through JICA Malaysia Office and Thailand Office after the Study visit completion.</span></p>

<p>Strengthening Policy, Research &amp; Statistics Capacity of the EPFPD of the Ministry of Economy &amp; Finance of the Government of Cambodia</p>
<p><strong>Purpose:</strong></p>
<p>The Year II of the Third Country Training Program (TCTP) has two phases: (i) Statistics, Econometric Analysis and Statistical Report Writing; and (ii) Macroeconomic Analysis, Fiscal and Monetary policies. The training program as a whole aims to enhance the capability of Economic and Public Finance Policy Department (EPFPD), Cambodia in coming up with analytical framework as basis for creating quality policy advice, analysis and research, and preparing quality statistical outputs.</p>
<p><strong>Objectives:</strong></p>
<p>The specific objectives of the training program are:</p>
<ol>
<li>Increase  knowledge  and  skills of participants in statistics, econometric modeling and time series fitting and forecasting as applied in macro- economic, revenue and expenditure forecasting;</li>
<li>Guide participants on properly organizing and managing data for forecasting work;</li>
<li>Review the econometrics tools and analysis of the models, including review on using the statistical software E-Views including the usage, simulation, maintenance and updating of the macroeconomic models;</li>
<li>Enhance understanding of participants on the mechanics of report writing as applied to statistics and how these techniques can be crafted to suit a variety of readers, whether statisticians or not.; and</li>
<li>Increase appreciation of the participants on issues associated with financial programming, resource mobilization and the applications in financial planning and forecasting using as example, the Philippine experience.<strong> </strong></li>
</ol>
<p><strong>Implementing Agency: </strong></p>
<p>The Statistical Research and Training Center (SRTC), one of the attached agencies of NEDA<strong> </strong></p>
<p><strong>Qualification:</strong></p>
<p>The participants should be citizens of Cambodia and officially endorsed via the Ministry of Foreign Affairs of the Government of the Royal Kingdom of Cambodia. </p>
<p>They should also meet the following minimum requirements:</p>
<ol>
<li>Must have at least a bachelor’s degree in economics or management or related field;</li>
<li>Must be working with EPFPD or other related departments/institutions and have at least 2 years working knowledge in policy-making research processes and public sector management;</li>
<li>Preferably not more than 45 years old;</li>
<li>Must have sufficient command of spoken and written English;</li>
<li>In good health, both physically and mentally, to complete the course;</li>
<li>Pregnant women are discouraged from participating unless they submit a waiver;</li>
<li>Must be computer literate and have a working knowledge on MS Excel, specifically on the use of functions and/or formulas;</li>
<li>Willing to accept responsibility after the training; and</li>
<li>Willing to learn E-views software for all the forecasting-related courses.</li>

<p>TCTP on System of National Accounts 1993 for Myanmar</p>
<p>Cooperation period: JPY2009-JPY2011</p>
<p><strong>Purpose:</strong></p>
<p>The Statistical Capacity Building Program has two phases: (i) appreciation course – workshop for senior officials; and (ii) training – workshop for middle level personnel. The training program as a whole, aims to enhance the capability of the Planning Department (PD) of the Ministry of National Planning and Economic Development (MNPED) of Myanmar per System of National Accounts.</p>
<p><strong>Objectives: </strong></p>
<p>Through the course, participants are expected to:</p>
<ol>
<li>Understand the importance and use of the System of National Accounts (SNA);</li>
<li>Compile sequence of accounts for institutional sectors;</li>
<li>Understand the underlying concepts and basics of  SNA, MFS, GFS and BOP;</li>
<li>Understand the major issues in the compilation of important macro-economic aggregates of your country; </li>
<li>and learn techniques of making analytical studies and interpretation of macro- economic aggregates<strong></strong></li>
</ol>
<p><strong>Implementing Agency: </strong></p>
<p>The Statistical Research and Training Center (SRTC), the research and training arm of the Philippine Statistical System</p>
<p><strong>Qualification: </strong></p>
<p>Phase 1 will be attended by 5 senior officials of the PD at Head Office. Only participants from Myanmar are invited to attend the appreciation course-workshop.</p>
<p>All applicants should be citizens of Myanmar and they must be officially endorsed via the Ministry of Foreign Affairs of the Government of Myanmar. </p>
<p>They should also meet the following minimum requirements:</p>
<ol>
<li>Must have at least a bachelor’s degree in economics or management or related field;</li>
<li>Must be working with PD either in the national or sub-national offices of the department and have at least 2 years working knowledge in the estimation and maintenance of the system of national accounts;</li>
<li>Must have sufficient command of spoken and written English;</li>

<li>analyze and evaluate the nutritional implications of existing national socio-economic development policies and programs;</li>

<li>Possess at least a first degree (BSc or equivalent) in a field related to the seminar,</li>
<li>Have a good working knowledge of oral and written English,</li>
<li>Preferably, not more than 45 years old,</li>
<li>Be in good health, both physically and mentally, to complete the seminar, and</li>
<li>Must be recommended by their employer and should be highly motivated.</li>
