Background and History
Under JICA’s technical cooperation scheme, the JICA-ASEAN Regional Cooperation Meeting (JARCOM) was established with the aim of narrowing socio-economic development gaps among ASEAN countries and of expediting regional integration, through JICA‘s technical cooperation activities.
In 2009, JARCOM redirected its main purpose toward the formulation and implementation of well-prepared South-South technical cooperation among Southeast Asian countries, and also toward networking between member states.
| 2002 | First Meeting held to promote Regional Cooperation among ASEAN countries through JICA’s program. |
| 2003 | Second Meeting held to promote Regional Cooperation among ASEAN countries through JICA’s program. The meeting was instated annually under the name JICA-ASEAN Regional Cooperation Meeting (JARCOM) |
| 2004 | JARCOM’s mission was agreed as being to rectify socio-economic gaps between ASEAN countries. Timor-Leste joined JARCOM as an observer. |
| 2009 | JARCOM was redirected and renamed J-SEAM |
Objective
- Formulation and implementation of well-prepared South-South technical cooperation.
- Improvement of the quality of South-South Cooperation
- Maintenance and Enhancement of the network between JICA and Southeast Asian member countries.
J-SEAM (Japan-Southeast Asian Meeting for South-South Cooperation) is a framework under the technical cooperation of Japan International Cooperation Agency (JICA).
It facilitates needs-oriented South-South Cooperation among Southeast Asian countries.
